I believe that Hamlet is right for hesitating to kill Claudius. Hamlet's uncle took the time to plan out how he was going to marry Gertrude, kill His father and take over the throne. Hamlet really wants him to go to hell so he's planning on killing him in the worst way possible or while he's in the act of doing something wrong so he can automatically go to Hell. Claudius was and still is wrong for doing what he did/is doing. So I agree with Hamlets plan to hesitate. He needs to perfect moment to catch him and kill him so he can be punished in the way he deserves.
